Senate Confirmations Completed For
SC Workers’ Compensation Commission

The South Carolina Senate recently confirmed the re-appointment of Commissioner Derrick L. Williams and the appointment of Thomas Scott Beck to the South Carolina Workers’ Compensation Commission for full six-year terms commencing July 1, 2008.

Commissioner Derrick L. Williams was appointed March 17, 2007 to the SC Workers’ Compensation Commission fulfilling an unexpired term following the departure of a former commissioner.  He earned a Bachelor of Arts in the Honors Program at the College of Charleston in 1999 and his Juris Doctor from the University of South Carolina School of Law in 2002.

Prior to his confirmation in 2007, Commissioner Williams was an associate with Nelson Mullins Riley & Scarborough, LLP in Columbia where he practiced litigation, including franchise and distribution litigation as wells as labor and employment law.

Thomas Scott Beck most recently served as Assistant Attorney General in the SC Attorney General’s Office.  A former member of the SC House of Representatives (1996 – 2000), he received his Bachelor of Science Degree from Penn State University and his Juris Doctor from the University of South Carolina School of Law in 1999.

As reported to you on March 27, 2008, the nominations of Commissioner Andrea P. Roche as Chair of the SC Workers’ Compensation Commission and the appointment of Avery B. Wilkerson as a new commissioner were previously confirmed by the Senate.

Commissioner Andrea P. Roche
was appointed to the SC Workers’ Compensation Commission on July 1, 2006 by Governor Mark Sanford.  She is a graduate of the University of North Carolina at Chapel Hill, attended the University of South Carolina School of Law for one year before transferring to Yale Law School.  While at Yale, Commissioner Roche served as the Symposium Editor of the Yale Journal on Regulation, was a member of the Barrister’s Union, Federalist Society and was a trial team member for the National Criminal Justice Advocacy Competition.

Upon graduation in 1994 from Yale, Commissioner Roche clerked for the Honorable Robert F. Chapman on the U.S. Court of Appeals for the Fourth Circuit, joined the Phelps Dunbar Law Firm in New Orleans and later returned to South Carolina to work for the SC Court of Appeals serving as a staff attorney for the Court and as a clerk to the Honorable Carol Connor.

Commissioner Roche joined the firm of Barnes, Alford, Stork & Johnson where she was employed until her appointment to the SC Workers’ Compensation Commission in 2006. Commissioner Andrea P. Roche serves as an ex-officio member of the SCWCEA Board of Directors.

Avery B. Wilkerson
currently serves as the Mayor of the City of Cayce, South Carolina where he has held this position since 1990.

A graduate of Newberry College, Mr. Wilkerson serves on numerous professional and civic boards and commissions.  He is a past President of the Municipal Association of South Carolina and the Lexington Municipal Association and is the founding Chairman of the Lexington County Joint Municipal Water and Sewer Commission.

He is Vice President of Countybanc Insurance, Inc. and resides in Cayce.

The two new appointments of Avery B. Wilkerson and T. Scott Beck will fill the June 30, 2008 expiring seats of Commissioners J. Alan Bass and George N. Funderburk.
